Resumo

As the Brazilian citizenship was defined during the First Empire, the arrival and settlement of the "Potuguese" started to be submitted to inspection and control. This policy - operated by the government - fluctuated in the wake of the political whims, because the "Brazilian persona" was being gradually developed and the Portuguese labor was essential to the Empire.
